A prioritised, plain-English list of what to do next — each action tied to the numbers behind it.
Recommendations turn your scan data into a prioritised, plain-English to-do list. Instead of leaving you to interpret seat counts and agent flags, Copilot Insights names the specific action, shows the number behind it and puts the most valuable ones first. Every recommendation is advice drawn from read-only metadata — Copilot Insights never makes the change itself.
Where recommendations come from
Each recommendation is tied directly to the data on another page, so you can always trace the reasoning behind it:
- Licence actions come from Licence ROI — dormant seats to reclaim, unassigned seats to reassign, apps with low adoption to enable.
- Agent actions come from Agent governance — orphaned agents to assign, unused ones to retire, sensitive-data agents to review.
How they are prioritised
Recommendations are ranked so the top of the list is the best use of your time. Prioritisation weighs three things:
- Impact — how much spend you would recover or how much risk you would remove.
- Confidence — how strong the underlying signal is in the data.
- Effort — how straightforward the action is to carry out.
The result is a list where reclaiming a cluster of dormant, high-cost seats or closing off an orphaned, published agent rises above lower-value housekeeping.

You stay in control
Because Copilot Insights is read-only, it never reclaims a seat or changes an agent for you. It hands you the exact list; an administrator makes the change in the Microsoft 365 or Power Platform admin centre. See Security & privacy.
Track progress over time
After you act, run another scan. Completed actions drop off the list, reclaimable spend falls and your agent governance baseline improves — so Recommendations doubles as a simple measure of progress between scans.
Availability
Recommendations are locked on the Free plan, which shows the teaser numbers only. They are included from Pro upwards, alongside full Reports. See Plans & billing for what each plan includes.
Frequently asked questions
Are recommendations personalised financial advice?
No. They are operational suggestions based on your own metadata — which seats are dormant, which agents are orphaned. They are not financial or investment advice.
Why can I not see any Recommendations?
They are locked on Free. Upgrade to Pro or above to unlock them — see Plans & billing.
Will acting on a recommendation change anything automatically?
No. Copilot Insights is read-only. You make the change in your admin centre, then re-run a scan to confirm it worked.
